I need to keep my dogs out of my shrubs and flower beds around the house. What is a good repellant?

I have also thought about putting an electric wire around it all about a foot high. my neighbors have theirs done like that and it seems to work. I can’t keep replacing the weed liner and mulch that the dogs keep tearing and digging up. I have tried several pepper repellents and they don’t work after a day. And these dogs are stubborn on trying to train them as to it being off limits.
